As a fitter, I suggest always replacing the inner tube whenever you fit a new tyre to avoid the risk of old rubber perishing. Make sure the valve is seated squarely in the rim hole before you start levering the tyre on, and use a small amount of air to help the rubber stay clear of the tyre beads.
